Manifesto by Tsin Tai Kwan varning Chan Ka Yau and
other reactionary soldiers.
Since anarchy began at Hankow, a state of general
confusion has been manifest and all the underhand intrigues
of the reactionaries have stood revealed. This has put
a stop to our Northern Expedition, and given our enemies
an opportunity to develop their plans, Contention has
arisen among our members, and disastrous damage done
to our Party. Who is responsible for this and who is
the originator of it? Communism has been put to trial
in Soviet Russia with the sole result that innumerable
men perished, and Russia was only saved from destruction
by the introduction of the New Economic Policy. What is
the basic principle of the New Economic Policy? It is
identical with the policy of our late president expressed
in the principle of the advancement of the standard of
living the equal distribution of land and careful restriction of capital. Thus Communis has proved a
failure and the New Economic Policy shown itself to be
the system to be introduced. Our whole aim should be
directed at raising the standard of living. We have

a most serviceable ferry boat of our own but we did not
make the crossing by it; on the contrary we have attempted to tide the situation over by a borrowed policy which
is no better than a decrepit shoe. Can this be surpassed
